RESILIENCE 2025: Practical C-UAS Demonstration for Strategic Infrastructure Protection

RESILIENCE 2025 is an international conference focused on strengthening the resilience of strategic infrastructure in the context of rapidly evolving security threats. Its aim is to enable the sharing of knowledge, lessons learned and best practices between government authorities, the armed forces, infrastructure operators, the security community and industry. The conference addresses both the physical protection of key assets and their cyber and operational resilience.

According to the official CZ DEFENCE report, one of the key highlights of RESILIENCE 2025 was a live demonstration of counter-UAS systems provided by the Czech defence industry at the Březina military training area. Companies JISR Institute, URC Systems and Retia presented a complete chain of capabilities for detecting, classifying, tracking and soft-kill neutralising small unmanned systems in realistic field conditions, giving participants a clear picture of the current potential of Czech C-UAS solutions.

Within this demonstration, JISR Institute provided the C-UAS C2 system integrating the various technologies into a single tactical operational picture. The system is designed as a sensor- and effector-agnostic platform capable of connecting:

  • RF-based sensors and receivers for UAS signal detection,

  • 3D radar systems for low, slow and small air targets,

  • electro-optical / infrared sensors for visual identification,

  • different types of effectors, from jamming systems to other neutralisation means.

This integrated approach enables operators to:

  • detect and track UAS in the vicinity of protected sites,

  • evaluate and classify threats based on multi-sensor data fusion,

  • coordinate appropriate responses according to predefined rules and scenarios,

  • document incidents for subsequent analysis and planning.

The conference also highlighted the broader context in which C-UAS solutions are employed. Representatives of the Czech Armed Forces and the Ministry of Defence stressed that protection against unmanned systems has become an integral part of efforts to strengthen the resilience of strategic and critical infrastructure – from military facilities to energy, healthcare, transport and logistics hubs. C-UAS systems are thus a key building block of a wider security ecosystem that must reflect lessons from current conflicts and adapt to rapidly evolving threats.
